Senator Manuel “Lito” Lapid on Wednesday filed his certificate of candidacy (COC) at the Commission on Elections (Comelec) main office, saying he chose to seek reelection instead of aspiring to be Pampanga governor again on the request of President Gloria Macapagal Arroyo.
